  Vice President Johnson at National Governor's Conference
Starts with military honor guard carrying an enormous cake into the gala dinner. Gov. Bryant cuts the cake and the speeches begin. Johnson's remarks include: unity of U.S., "omens of change in the climate between the East and West," reference to the Cuban missile crisis ("a turning point in the entire Cold War") winning the space race, doubling the nuclear warhead stockpile and a litany of recent military build-up, economy is up, then he mentions social programs, environment, tax rates, etc. Then a plea to face the problems of human rights, the "inequality of our Negro citizens." A very strong speech for civil rights.
