In the spring and early summer of 1991 Gov. Lawton Chiles sought a way to honor Florida veterans so he put out a statewide call for yellow ribbons and dollars to build an eternal flame. As of 1993 the project had stalled and the $60,000 to $70,000 funds collected had been spent on a Fourth of July celebration in 1991.
Biographical Note
From 1963 to 1992, photographer Donn Dughi worked for a number of media outlets in Tallahassee, including WCTV, the United Press International (UPI), and the Associated Press. From 1992 until his retirement in 2001, Dughi was a photographer for the Florida House of Representatives.
