Accompanying note: "Citing the fact that Florida is 8th in the nation in population, 14th in land mass and 35th in what it pays its highway patrol, 7-foot-270lb. Pembrook Burrows of Pensacola comments before the Florida cabinet here Tuesday. In response to a federal claim that the Patrol discriminates against blacks and minorities, Burrows stated that an upgrade in pay would attract more minorities bu that minorities were in fact not discriminated against."
