Accompanying note "Nikki Beare, lobbyist for the American Society of Travel Agents, addresses the Senate Commerce Committee Thursday. Beare commented that Florida was fast becoming the nation's "scam scum" capital because of an explosion in travel fraud that has damaged the state's image as a tourist mecca. The panel unanimously approved a bill Beare supported that gets rid of fly-by-night travel firms that offer unwary consumers fabulous-sounding trips, but rarely make good on promises."
