Accompanying note "Chang Hsuin Shwen, sporting the traditional blue Florida tie like the one worn by Governor Graham, expresses excitement as he opens a gift presented by Florida's Lieutenant Governor Wayne Mixson. The gift, a pen set including a marble stand with a copy of the state seal, was used in the signing ceremony here Monday as a delegation of the Taiwanese government, headed by Chang the vice minister for economic affairs, signed a $3.4 million trade pact with Florida."
