Accompanying note "Vernon Foster, 33 was on his last scheduled duty at sea when he died along with other victims of the accidental bombing of his Navy frigate the U.S.S. Stark by Iraqui war planes. A native of Tallahassee Foster was currently stationed in Jacksonville with his wife Ernestine and three children. The photo is undated and furnished by his relatives at his parents' home in Tallahassee."
