General Note
A native of Detroit, Michigan, Mr. Alfes attended the University of Miami as an engineering student for two years before transferring to earn his B.S. Degree in accounting at the University of Detroit. He joined the State Road Department in 1954 as an engineering inspector, entering the Department's two year on-the-job training course for engineers in 1955. He became the first, and only, graduate of the Department's engineer training program to enter the right of way field in January 1958 as a Right of Way Engineer. By 1971 he had been promoted through the ranks to Assistant District Right of Way Administrator. In 1973 he was named the Chief of DOT's Bureau of Right of Way.
