CS/HB 1021 - Labor and Employment: Prohibits state agency from deducting from employee wages dues, uniform assessments, fines, penalties, or special assessments of employee organization or contributions made for purposes of political activity; prohibits county, municipality, or other local governmental entity from deducting from employee wages dues, uniform assessments, fines, penalties, or special assessments of employee organization or contributions made for purposes of political activity; prohibits labor organizations from using dues, uniform assessments, fines, penalties, or special assessments to make political contributions or expenditures without employee's written authorization; provides for refund to employees who have not given written authorization in certain situations; requires that labor organization provide notice of such contributions & expenditures; prohibits labor organization from requiring employee to authorize collection of funds for political contributions & expenditures as condition of membership in organization; prohibits public employer from deducting or collecting from employee wages dues, uniform assessments, fines, penalties, or special assessments of employee organization; conforms provisions to changes made by act; provides for severability; provides application.
Accompanying note: "The measure, later approved by the House, prohibits an automatic withdrawal of funds from a public employees' paycheck for union dues and purposes of political activity."
