Accompanying note: "Beginning in 1927 Frank Butler began to buy land on the island. He slowly developed the land into a resort area for African Americans [Butler Beach]. The only beach between Jacksonville and Daytona Beach they were allowed to use. He operated Sea Breeze Kaseno and Butler's Inn, and beginning in 1948 sold lots and built homes. By then there were at least 11 black businesses in the resort area."
