Accompanying note: "This man lived on an outlying island. Almost an hour was required to cross on the ferry which stays on the other side at night. A nurse is demonstrating how to put the 'drops' in a baby's eyes in an emergency. He is advised to call a Dr. as soon as possible."
The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
